James Zulu is a highly skilled Public Health Specialist and Program development expert with a teaching background and trainer, who is passionate and willing to wear multiple hats. He is currently the Project Manager – CIFF HIVST Project and ABYM Project and Advisor in-charge of Health Promotion and Men’s Clinic Initiatives at the Centre for Infectious Disease Research in Zambia (CIDRZ). He served at the same organization as a Project coordinator for a community led Prevention Program where he successfully implemented the Community Compact Project in two project sites using various community and project management tools. He has served as the MSME Training, Investment and Support Manager a Micro Financing Organization called Business and Investment Unit for People with Disabilities (BIUD) promoted by Power International of UK where he promoted the Micro, Small and Medium Entrepreneurs through capacity building and market linkages. He also served as Organizational Development and Public Relations Manager for Zambia Red Cross Society from 2000 to 2012 where he was in charge of Organizational Development, Governance and Public Relations. He briefly worked as a General Manager for COMESA where he spearheaded the set-up of a Traders Trust for the Cross-border traders. Dr Zulu served also as a Lecturer, Registrar and Deputy Director for the Post-graduate Studies department for the African Campus for ICOF Colleges Seminary and Universities.
He is a holder of a Doctor of Philosophy Degree (PhD) & Master of Philosophy (MPhil) in Public Health, Master’s in Strategic Planning & Management, Masters in Business Administration -MBA and Master’s in Public Health (Global Health), Post Graduate Degree in Management( PGBM), and finalist student of a Masters in International Relations and Diplomacy, a Bachelors in Business Administration(BBA), a Diploma in Project management, Diploma in Education, Diploma in Accountancy II, an Advanced Certificate in Infectious Disease Prevention, Occupational Health and Safety, Postgraduate certificate in Mental Health, postgraduate certificate in Leadership and Health, postgraduate certificate in Project Management in Global Health an Advanced Certificate in Business Studies, and he has done various courses in Grants administration and Management Training Program, Proposal writing and Research writing, Leadership and Entrepreneurship, Sphere Inter-agency Training, Regional Disaster Response Training, Basic Disaster management Training with certificates of attendance in different fields.
Dr Zulu is a USG Trained person in USAID & CDC Financial Management and Compliance 2019 and beyond with hands on experience in HIV project planning, design and in supporting the delivery of quality projects across Zambia.
With more than 25 years working in the Health and education sectors as a Secondary school teacher, Public health/Community programme interventions and in program development, over 10 years’ experience working in senior managerial role as Head of Department for Business Studies as while as a Secondary School teacher, Lecturer, Public Relations and Organisational Development Manager in a humanitarian organisation, Advisor for Health Promotions Men’s Clinic Initiative, Programme and Community Coordinator, CEO/General Manager of a newly established trustee, Chairperson of the SBCC TWG and immediate past Director and Board Secretary on the Board of Directors of one of the leading and dynamic Co-operative in Zambia offering affordable financial services and products to its members. He has experience in Project Management, Strategic Planning, Policy formulation, Health Promotion, Capacity Building, Resource Mobilization, Advocacy, Volunteer Management, Community Development or Branch Development, Governance issues and organisation development. He spent his entirely 12 years in the humanitarian field dealing with volunteer capacity building, strategic planning, Project management, resource mobilisation and advocating for the vulnerable groups. He was part of the team which came up with a regional project called Zambezi River Basin Initiative (ZRBI) which seeks to reduce the impacts of disasters and other challenges on communities living along the Zambezi River basin, aiming to improve the quality of their lives and livelihoods through comprehensive, sustainable, and integrated disaster management, branch development, and health and care programmes. He was also a key team member for the Pilot Project for Climate Change project (PPCR) which World Bank is supporting the Zambian Government. He has national, international, and regional experience in presenting various project papers to various forums. He profiled the various projects including the HIV/AIDS projects and other health related projects when he was with the Red Cross as a focal person for the media. With a background in Business studies, he worked as a Secondary School Teacher with the Government of the Republic of Zambia for 6 years before joining the Non-Governmental Organisation (NGOs). And he is the author of the “RESEARCH GUIDELINES: A complete guide to your successful Academic Writing”.
The on-job experience has afforded him a well-rounded skill set, including first-rate communication and leadership abilities, partnerships development, developing best practices for consistence and implementation and monitoring policies. James is a system thinker who understands linkages and interactions between individual components in the development system and design solutions to strengthen the overall system like in the health system. James is the current chair of the National Technical Working Group on Social and Behaviour Change Communication (SBCC TWG) at Ministry of Health /National Aids Council (MOH/NAC).And currently offering Technical support on Men’s Clinic Initiatives to MOH Staff and to the DSD Task force on DSD SI Finding Men Initiatives on both capacity building and Implementation as a Trainer of Trainers on the Zambia Differentiated Service Delivery (DSD) for People Living with HIV with a bias on DSD SI Finding Men Initiative.

Dr Zulu is a Global Master trainer in Community Based Health and First Aid (CBHFA) with the International Federation of the Red Cross Societies (IFRC) and a trained Trainer in ILO Starting up your Small Businesses. In his spare time, he has associated himself with various local and international universities where he leads teams in research and lecturing various thematic areas.
