Chinedu Otuya is a Chief ICT Officer at the Directorate of Special Projects, National Universities Commission (NUC), Abuja, Nigeria, where he oversees activities at the Nigerian Research and Education Network (NgREN) Division. Among his key responsibilities at the NUC are data collection and analysis, as well as serving as secretariat for the publication of the annual Nigerian University System (NUS) Statistical Digest. With over a decade of experience in computing, he plays a pivotal role in advancing higher education administration and driving digital transformation across the NUS.
He is currently pursuing a doctorate at the Africa Centre of Excellence on Technology Enhanced Learning (ACETEL), a World Bank-supported initiative domiciled at the National Open University of Nigeria (NOUN). His research focuses on applying deep learning techniques to analyze learner attrition in open and distance learning environments.
Chinedu is also a Certified Accreditor, accredited by the Global University Network for Innovation (GUNi–Africa) and the African Quality Assurance Network (AfriQAN). He is passionate about building sustainable digital infrastructure that supports innovation, improves access, and enhances the quality of education and research in Nigeria.
