Justin graduated his Bachelor of Arts in Political Science from West Visayas State University in 2018. After which, through the APMA-European Commission Scholarship, he was able to pursue a Master of Arts in Human Rights and Democratisation from the Institute of Human Rights and Peace Studies from Mahidol University, Thailand in 2019. He completed his Juris Doctor or Law degree from the College of Law of the University of San Agustin and took the 2025 Bar Examinations.
In 2018, he was awarded one of the Top Ten Outstanding Political Science Students of the Philippines. APCOM Foundation awarded him one of the Young Achiever HERO Awards in 2018 at the British Royal Embassy in Bangkok, Thailand, for his work in human rights. He has actively advocated for human rights since his college days at West Visayas State University. He was a Student Fellow of the Legal Education Advancement Program (LEAP) managed by the Legal Education Board and UP Law Center in 2022 and a Fellow of the Asian Graduate Students Fellowship organized by the Asia Research Institute, National University of Singapore in 2019.
He is an Assistant Professor of the AB Political Science and BS Foreign Service program, College of Liberal Arts, Sciences, and Education (CLASE) of the University of San Agustin and a part-time lecturer of the Higher Education Department of the Colegio Del Sagrado Corazon de Jesus (CSCJ). He teaches subjects in Social Science, Political Science and Foreign Service, and Tourism Policy and Law. He has been an external thesis adviser to several undergraduate students in other institutions, namely Iloilo Doctors’ College and University of San Carlos.
Presently, he is also the Coordinator of the Martin de Rada Human Rights Desk of the University of San Agustin. He is a Technical Working Group Member (TWG) for Children in Conflict with the Law (CICL) Research of the Regional Juvenile Justice Welfare Council (RJJWC) Region 6 of the Department of Social Welfare and Development (DSWS).
His volunteerism and leadership is evident in his work with different organizations, namely, Iloilo City Metro Leo Club, Youth Voices Count, Inc., as its Executive Director from 2018 to 2023, and the Iloilo Pride Team, as one of its founders in 2015. He has extensive experience in the Non-Government, Civil Society, and Academe sectors. He has published various articles, essays and commentaries on Law, HIV/AIDS, Human Rights, Gender and Sexuality studies, and Children in Conflict with the Law (CICL).
