Kum Bertrand Kum is a Cameroonian telecommunications professional and system analyst with more than ten years of progressive experience in mobile network services, project management, and radio communications engineering. A native of Wum, Menchum Division, North West Region of Cameroon, he currently serves as Program Manager, Business Unit Fix at Cameroon Telecommunications (CAMTEL), where he leads project governance, strategic planning, and performance monitoring for major national infrastructure initiatives. Bertrand possesses a Master of Science in Information Systems and Networking (ISN) from the ICT University, Cameroon Campus under the mentorship of the University of Buea-Faculty of Engineering & Technology, with a distinguished GPA of 3.79/4.0. He also holds a Master Degree in Engineering with a Bachelor’s Degree in Telecommunications Engineering from SUP’PTIC (National Advanced School of Posts, Telecommunications and ICT), a Professional Bachelor’s Degree in Information Systems and Software Engineering from the University of Yaoundé I, and an HND in Electrical Power Systems Engineering from Siantou University Complex. My career at CAMTEL has seen him occupy several strategic roles, including: • Interim Head of the Project Management Office (PMO) – ensuring alignment of organizational strategy with operational delivery. • Chief of Service for Network Optimization – leading the digitalization of RAN sites, regulatory compliance, and network performance analytics. • Chief of Service for Network Planning and Technical Achievements – overseeing RF planning, integration, and optimization across the Littoral region. • Support Staff at the Maintenance Service (Littoral Region) – coordinating over 200 technical and commercial staff for mobile, fixed, and transport network maintenance. Prior to my tenure at CAMTEL, i gained valuable field experience as a Telecom Engineer and RF Optimization Specialist with Viettel Cameroon, and as an implementation engineer with Orange-Ericsson Subcontractor SARL, contributing to multiple radio network deployments and optimization projects across Cameroon. Bertrand is also an accomplished wireless network engineer, proficient in SRAN16.1/18.1, Open RAN, RF optimization, LTE/5G integration, and optical fiber technologies (PON, GPON). His technical toolkit includes Atoll, MapInfo, GNS3, MATLAB, ArcGIS, MS Project, and various Huawei management suites. He is bilingual (English/French) and certified in CCNA, CCNP, PMP, HCIA/HCIP (LTE, 4G, 5G RAN, Cloud Computing, EPC). He has participated in several international trainings and seminars, including capacity-building programs in Dubai, and Huawei’s advanced LTE/5G professional certifications. His ongoing focus is on enhancing mobile network quality of experience (QoE) and driving digital transformation initiatives within Cameroon’s telecom sector. Beyond my professional life, I am passionate about community leadership, having served as Student Delegate at ICT University. He enjoys gospel music, sports, and researching emerging technologies, with a keen interest in user experience perception and network performance analytics.
