Dr. Wankpaouyare Gmakouba
Committed Leader in Public Health – Specialist in Sexual and Reproductive Health, Health Systems, and Global Health Security in West Africa
With over 14 years of experience at the intersection of public policy, complex project management, and community health, Wankpaouyare Gmakouba has established himself as one of the rising figures in public health in West and Central Africa. A clinician by training, holding a degree in public health and currently a doctoral candidate in global health, he represents a new generation of leaders combining scientific rigor, strategic vision, and field engagement.
Throughout his career, he has led and supported programs funded by major donors such as USAID, the World Bank, AFD, and the Bill & Melinda Gates Foundation, with tangible impact in critical areas: reproductive health, family planning, immunization, nutrition, the fight against malaria, HIV, and tuberculosis, maternal and child health, and more recently, global health security.
Gmakouba has played a pivotal role in the development and implementation of national policies, particularly in Togo, where he supported the FP2030 commitments and led major initiatives such as the WEZOU maternal care subsidy program (575,000 women beneficiaries). His participatory approach and ability to mobilize technical and financial partners, authorities, and civil society have made him a key facilitator in multisectoral dialogues.
His expertise has expanded internationally through missions in Benin, Guinea, the DRC, and Cameroon. He has contributed to the evaluation and response to health emergencies (Covid-19, Ebola, measles, cholera), strengthened health information systems (DHIS2, e-IDSR), and enhanced the capacities of national teams through mentoring and continuous training.
Recognized for his calm demeanor, diplomacy, and collaborative leadership, he is also the author of several scientific publications on health systems, the humanization of obstetric care, and epidemiological surveillance. His credo: equitable public health based on evidence, innovation, and human dignity.
