Rear Admiral Dr S Kulshrestha is a postgraduate in Physics from Jodhpur University. He served the Indian Navy from 1975 till his superannuation in 2011. He specialized in Quality Assurance of Naval Armament and held various key appointments at the Naval Command Headquarters, DRDO establishments, ordnance factories and finally, rose to become the Director-General of Naval Armament Inspection (DGNAI) at the Integrated Headquarters of Ministry of Defence (Navy). He is an alumnus of the prestigious National Defence College (NDC), India. He has a doctorate from the School of International Studies at the Jawaharlal Nehru University (JNU), New Delhi. He is an empanelled PhD guide at Amity University, Noida. He has been engaged in the study of strategic aspects of the acquisition of emerging technologies in India by both the public and private sectors, with specific relevance to national security. He contributes regularly to defence journals on maritime issues and defence technology. He is a keynote / plenary speaker at national and international conferences.
