Early Life and Education
Noah Ariel Mutongoreni was born in 1974 in Chipinge, Zimbabwe. Growing up in a community that valued education, he developed a strong academic inclination from an early age. Noah completed his primary and secondary education at local schools, excelling not only in academics but also in extracurricular activities, particularly in leadership roles.
After graduating high school, Noah pursued higher education at the University of Zimbabwe, where he earned a Bachelor’s Degree in Politics and Administration. His thirst for knowledge and commitment to public service motivated him to further his studies. He obtained a Post Graduate Diploma in Law (Conciliation and Arbitration) from the University of Cape Town, South Africa, followed by a Post Graduate Diploma in Higher Education from Chinhoyi University of Technology. He then earned a Master’s Degree in Public Sector Management from Africa University, Zimbabwe. Noah’s academic journey culminated in a PhD in Public Administration from the University of Fort Hare, South Africa, reflecting his dedication to understanding complex administrative systems and public governance.
Professional Career
Early Career
Noah began his professional journey in the public sector, joining the Public Service Commission as a Deputy Manager of Human Resources in April 2001. In this role, he provided advisory services to government ministries and departments, focusing on human resource practices and compliance with legal frameworks. His responsibilities included drafting and interpreting legislation, formulating recruitment policies, and improving conditions of service, all of which contributed to fostering a conducive work environment in the public service.
Academia
In 2008, Noah transitioned to academia, accepting a position as Assistant Registrar in Human Resources and Administration at Africa University, Zimbabwe. His responsibilities included developing human capital strategies and managing recruitment and staff development. His commitment to academic excellence led him to also serve as an Adjunct Lecturer, teaching courses in Human Resource Management, Conflict Management and Post-Conflict Reconstruction, Gender Studies, Gender and the World of Work, and Organization Development.
Noah’s journey continued at the Harare Institute of Technology, where he served as Deputy Registrar from April 2014 to June 2017. In this role, he played a crucial part in strategic advisory and compliance oversight, ensuring that human resource strategies aligned with organizational goals. His ability to foster teamwork and collaboration was instrumental in enhancing organizational effectiveness.
Leadership Roles
In July 2017, Noah was appointed University Registrar and Chief Operating Officer at the University of Zimbabwe. He acted as the principal aide to the Vice Chancellor, managing significant institutional matters and ensuring adherence to university statutes. Noah was a key pillar in the transformation of higher education in Zimbabwe, culminating in the development of the Education 5.0 philosophy, which emphasizes innovation and relevance in education. His strategic leadership advanced the university’s goals, and he provided valuable insights into policy analysis and institutional planning.
Currently, Noah serves as the Director of Quality Assurance at Manicaland State University of Applied Sciences. In this capacity, he leads the development of quality assurance frameworks and policies, aligning them with national objectives and the university’s strategic plan. His work emphasizes the importance of instilling a quality culture across the institution, ensuring that students receive a high-quality educational experience.
In addition to his academic roles, Noah is a registered and practicing arbitrator of labor disputes. His expertise in employment law and practice has contributed to the development of best practices in workplaces nationally.
