Dr. Roffieline Sarsua-David is an accomplished educational leader, curriculum administrator, and English language scholar based in Iloilo, Philippines. She holds a Bachelor of Secondary Education major in English, a Master of Philosophy, and a Doctor of Philosophy in Instructional Leadership major in English from the Iloilo State University of Fisheries Science and Technology (ISUFST). Dr. David currently serves as a Teacher III at Rufino G. Palabrica Sr. National High School, where she carries out vital administrative roles as the Grade 10 Curriculum Head and the English Department Coordinator. Over her career in both public and private secondary education, she has spearheaded instructional delivery, mentored secondary research scholars, managed student publications as a school paper adviser, and served as an Education and Training Officer for the Dingle Agricultural Teachers and Employees Association Cooperative.
At the forefront of linguistic and literary scholarship in Region VI, Dr. David’s research bridges cultural preservation, gender studies, and modern language teaching. She is the author of the peer-reviewed study “Re-Viewing Select Ilonggo Singer-Composer Songs Using Feminist and New Historicist Perspectives” and frequently presents her findings at premier regional and international research symposia. Beyond her literary scholarship, she contributes directly to national education policy execution within the Department of Education. Dr. David actively serves as an official Process Observer for key national interventions, including the Academic Recovery and Accessible Learning (ARAL) Program and the National Learning Camp capability building tracks. Her deep expertise in text evaluation and pedagogical design makes her a frequent research panelist and judge for senior high school scientific defenses across Western Visayas.
